China’s Guidelines Seek to Foster Safe Development of AI Agents

A new set of guidelines released by Chinese authorities aims to promote the innovative development of AI agents while addressing the security risks associated with their growing autonomy. The Cyberspace Administration of China (CAC), alongside the National Development and Reform Commission and the Ministry of Industry and Information Technology, has established a framework intended to integrate AI agents into various sectors, ensuring they positively impact social governance and daily life.

Defining AI Agents and Their Importance

AI agents are described in these guidelines as intelligent systems with autonomous capabilities in perception, memory, decision-making, interaction, and execution.
