The document also uncovers a U.S.-based nonprofit network funded by Neville Roy Singham, a Shanghai expatriate currently under congressional investigation for his alleged connections to the Chinese Communist Party (CCP). This organization has reportedly worked with Chinese state media to produce content aimed at undermining U.S. AI capabilities for nearly five years.

Billionaire Funding and Legislation

The report reveals that over $2 billion has been funneled into U.S. advocacy groups by foreign billionaires, including Swiss national Hansjörg Wyss and British philanthropist Alan Parker. Their contributions have supported a coalition that produced a letter calling for a moratorium on AI data centers, leading to the introduction of the AI Data Center Moratorium Act by Senators Bernie Sanders and Alexandria Ocasio-Cortez just 107 days later.

This issue is urgent, as at least 54 local jurisdictions in the U.S. have already enacted moratoriums on data center construction, with nine more currently under consideration. Additionally, statewide moratorium bills have been filed in a dozen states during this legislative session.

The infiltration of foreign viewpoints into U.S. policymaking was starkly illustrated during a recent Capitol panel convened by Senator Sanders to discuss the perceived existential threats posed by AI. Notably, two of the four panelists were affiliated with the Chinese government, including Xue Lan, a Counsellor of the State Council of the People's Republic of China. Lan dismissed the narrative framing the U.S.-China AI competition as misleading, highlighting the complexities of this geopolitical landscape.
